Alarm Systems and Intervention of the Police or Security Guards

You have invested in an alarm system for your home, your second home or business. But you will need to be updated about legislative developments and actions so that the police respond automatically.

The alarm screams in the night but the police will not come (immediately). This is a consequence of the order setting the conditions for installation, maintenance and use of home alarm systems and management control panel.

This order states that “when an alarm signal comes from the user’s contact person or an alarm, they check prior to the alarm signal that it is the result of an impermissible intrusion or an attempted intrusion”

As for the “contact person”, this is a “person designated by the user of the alarm system which, in the absence of the user, acting on his behalf, has access to the person’s home and knows the user manual of the alarm system.”

How to Verify an Intrusion?

Check that the alarm was tripped due to an (attempted) impermissible intrusion. To do this, when the tripped alarm is found by the user, the contact person or agent of security, a technical audit or verification is made from the user of the alarm system by a central unit which guarantees permanence for its own account, of any suspicious items around or in the well protected, which may indicate a crime.

Only when the flag of the alarm enters the alarm is the result of such an intrusion, it alerts the police.

The user must then submit information such as name and telephone number, the name of the user’s alarm system, the location of the well-protected, suspicious items that indicate that the alarm is the result of an intrusion not permitted, the name and telephone number of the person accused by him, who will be present near the entrance at the time fixed by the police for his arrival at the alarm.

The user of the alarm system must ensure that he himself, a contact person or agent guard is present near the well protected area within the time agreed with the police on their arrival at the scene of the alarm. The contact person or agent guard must be able to bring the police inside the well protected (if it is not in danger) and to disconnect the alarm.

A Gain for Security Companies

This new law is obviously attractive to security companies that fail to evoke. A statement was given by the market leader of a security company which said that, “It’s mainly to avoid customers to meet face to face with an attacker that security companies focus on mobile guard for both individuals, as self-employed and SMEs. These services also provide important comfort since the owner is provided with an alarm and someone takes over the problem”.

These security companies are developing mobile services of two types: preventive services (service patrols) and reactive services (support services or intervention after alarm).

The services which are reactive provide the guarantee of a response if the alarm owner or a third party cannot or will not go there. A monitoring station (the security company) receives an alarm from a real estate and attempts to contact the owner. If he or one of its contacts cannot confirm that this is an accidental alarm, the company dispatches an agent there and takes the necessary measures, based on what has been agreed with the customer.

Two types of services are offered. Either the agent has a key or access to the building (after alarm response) or it only performs an external audit of the building (assistance after alarm).

In any case, if the agent finds a burglar, the police will be notified and the agent will wait for the arrival of the latter. According to the company, the subscription service assistance or intervention after alarm is quite affordable. It would be less expensive than a DSL connection or satellite TV.

Examples of applications of reactive services are numerous. At present, for example, if the boss of a small business or individual is unavailable, it is often an employee or acquaintance that is responsible to go there to see if everything is “normal”.
